AMEX和citi的purchase protection benefit变了？

本来为了完成开卡任务，看一下citi thankyou premier的purchase protection额度是多少钱。结果发现terms里写着

• Who's Covered
  
  This benefit covers purchases made by you so long as you are a permanent resident of the 50 United States or the District of Columbia. It also covers purchases made by anyone using your Citi card.

• 原来似乎没有要求必须是pr把。。诧异之下看了一眼extended warrenty发现也是这样了。。。
• 不甘心之下觉得amex应该不会这么对我们！ 结果发现。。。

• 3. Who is eligible for coverage?

  The Basic Card Member and any Additional Card Members on the account are eligible as long as they are U.S. resident Card Members, that is, the American Express Card has been issued to them in their name, and they maintain a permanent residence within the 50 United States of America, the District of Columbia, Puerto Rico or the U.S. Virgin Islands.   For residents of Guam and the Northern Mariana Islands the Plan is underwritten by Tokio Marine Pacific Insurance Limited, Hagatna, Guam under Policy CRCB000000104. To be eligible for claim payment, your account must be in good standing.

• 这还没用的上这俩benefit就已经不能用了。。。再次不甘心之下看了下chase的条款 （找到的freedom的）：
• Who is eligible for coverage?You, a person to whom a United States (U.S.) credit card has beenissued (“Cardholder”) and to whomever receives gifts purchased withyour Chase credit card account (“Account”).

• 倒是没说必须有绿卡。。。但是chase似乎每件最高赔500刀。。。。本来以为买了东西可以高枕无忧的小伙伴们小心了。。。

呃，如果是这样的话，不知道以前的卡的benefit有没有更改。
我拿出了2月申的ED的term看了看，确认上面还没有写需要PR，并且写了term更改的话会有notice。
那么是不是就能认为，在没有notice之前，在 这个新term前申的AMEX仍然有这些benefit？

we may change the terms&conditions w/o further notice. 一般都有类似的statement吧？

一般来说银行只要认为你有美国地址就算是pr了
实在担心就用chase united买好了 一样是一万

citi是每件1000，每年最高5w好像是。。。
