州税 standard deduction or itemized deduction?

我们州的州税instruction里说：If you were required to itemize on your federal return, you must itemize on your state return.
我是F1，联邦税填的1040NR-EZ，所以是不是算required to itemize? 州税也只能用itemized deduction? 这样州税的itemized deduction就是0了哎 （federal itemized deduction - state/local tax)
