这是他们客服给我回复的邮件：

Thank you for your interest in our creditcard product.

As of now we are accepting credit cardapplications at our branches only. The on-line application website willbe available sometime late November.

We have branches in New York, Northern& Southern California. The complete list of branches can be found onour website at [url=http://www.icbc-us.com]www.icbc-us.com[/url].If the branch is not a convenient way to apply, please do check our websiteagain in late November to apply on-line.

所以我不知道为什么三番还不能申请。不过等到十一月份应该肯定可以申请了。
