Post Title: Programme Assistant (full-time)
Duty Station: Beijing, People’s Republic of China
Duration: 1 month (June 1 – June 30 2015)
Organization: UN Office for South-South Cooperation in UNDP


Background

The mandate of the UN Office for South-South Cooperation is to promote South-South and triangular cooperation among developing countries on a UN systemwide basis. The Special Unit acts as the substantive Secretariat of the High-level Committee on the Review of South-South Cooperation (SSC), established by the General Assembly as the instrument for intergovernmental review of the global implementation of the Buenos Aires Plan of Action (BAPA), and, as coordinator of South-South cooperation activities within the United Nations (UN) development system. The Unit is mandated to develop new ideas, concepts and approaches for promoting SSC, and expand the full operationalization and consolidation of the South-South 3-in-1 Multilateral Support Architecture as reflected in the High-level UN Conference Nairobi Outcome Document, namely, the Global South-South Development Academy (GSSD Academy), the Global South-South Development Expo (GSSD Expo), and the South-South Global Assets and Technology Exchange (SS-GATE).

South-South Development Centre
The South-South Development Centre (SSDC) has been established through a partnership between the UN Office for South-South Cooperation in and the China International Centre for Economic and Technical Exchanges (CICETE). The SSDC’s mandate is to facilitate the mobilization of resources and of various partners, as well as the coordination of activities. Moreover, the centre seeks to strengthen public-private partnerships, systematize and share knowledge on South-South cooperation, and provide oversight to programme strategy and implementation.


Duties and Responsibilities

Under the guidance and supervision of the Assistant Director, the Programme Assistant ensures effective and efficient functioning of the Shanghai office of the UN Office for South-South Cooperation:
The PA maintains close collaborative arrangements with all (UNOSSC) partners, including the UNDP Country Office in Beijing, CICETE, SS-GATE partners and UN Agencies (such as UNCTAD, UNESCO, WIPO, ILO) as well as (multilateral organizations) both of the Municipalities of the Shanghai municipal government. The PA serves as focal point for all communications and appointments with the Assistant Director coming from the external partners such as multilateral organizations (i.e. Shanghai Energy and Environment Exchange (SEEE), Shanghai municipal government), and other high level senior official, as well as from Senior UN System including UNDP senior staff at HQ and in the field.

1. Support Assistant Director’s participation in events in China;
3. Support Assistant Director in the Creative Economy for development programme and South-South Development center in China;
4. Draft minutes of the meetings/reports in English and Chinese and translate as necessary; Research, obtain and ensure the Assistant Director’s requirements for background materials for briefings, meetings, official missions and appointment;
5. Provide logistics support to organizational activities and events; Provide administrative and ad-hoc support to the office;
6. Facilitate communication of the information sharing between the Assistant Director, SS-GATE, China South-South Development Center and other multilateral partners.


Impact of Results

The overall objective of the post, under the direction supervision of the Assistant Director, is to provide administrative support to the Shanghai Office of UNOSSC. More specifically, the Assistant Director will:
a). Ensure effective and efficient functioning of the Shanghai office;
b). Manage communication of the programme, ensuring prioritization and effective follow-up;
c). Ensure facilitation of knowledge building and management;
d). Follow up on deadlines and submission of the reports to the Director of the UNOSSC.


Required Selection Criteria

Competencies
The Programme Assistant have a solid understanding of the intent of the project and the desired outcomes.

Key Skills include:
a). Strong/quality writing skills in Chinese and English
b). Solid understanding of creative economy and the value chain
c). Solid writing, research and summarization skills
d). Ability to set priorities and work under pressure with personnel at all levels

Education/Experience/Language

Education:
University Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field would be desirable, but not a requirement.

Experience:
Minimum requirement of 1 year experience in relevant field required
Experience in the usage of computers and office software packages (MS Word, Excel, Powerpoint).

Language Requirements:
Fluency in both written and spoken English. Fluency of another UN language specifically in Chinese is a requirement for strong oral communications and writing skills.
